Criminal Investigation DivisionThe Criminal Investigation Division of the Council Bluffs Police Department is currently staffed with 14 detectives, 2 Sergeants, and a Captain. It is responsible for the investigation of misdemeanor and felony incidents that occur in the corporate limits of Council Bluffs, Iowa. Detectives assigned to this division are responsible for the investigation of criminal cases that are assigned to them. Most of their work deals with interviewing victims and witnesses and attempting to develop a suspect. If a suspect is developed the detective may attempt to interview him or her or, if the case is strong enough, obtain an arrest warrant for the suspect. They may also obtain a search warrant to look for property or evidence if the circumstances warrant. Average case assignment for the officers of this Division is 25 cases per month. These range from simple theft assignments to murder investigations. CrimeStoppersOur division is also interested in any information that any other agency or private citizen has that may make us aware of crimes that have occurred in our jurisdiction or information on current cases. This information can either be called in to our CrimeStoppers line, 712-328-STOP, or direct to the Criminal Investigation Division, 712-328-4728. Voice mail is available. Sergeants Ray Mabbitt and Jerry Mann are assigned to the Division and are licensed polygraph operators. They conduct that service for the department. There are detectives working 7 days a week from 7:00AM until 10:00PM. They all have voice mail on their phones so leave a message if they do not answer. Calling the Detective BureauWhen calling the Detective Bureau to check on a follow-up investigation or find out which detective is assigned to your case, it is important to have the incident number of your report. All reports are filed by the incident number. Incident numbers are generally a six or seven digit number. It is broken down into two parts - the first is the year (ex. 03) followed by the actual '911' assigned call number (ex. 012113). It will appear as 03-012113 on a report. The Uniform Division Officer who took the original report should have given you the number. Detectives are frequently away from their offices investigating incident reports. Each extension has voice mail for messages and return call numbers. Detectives make every effort to contact the victim of a crime as soon as possible after being assigned a follow-up investigation. However, due to caseloads or work schedules, it could take two to three days before a detective contacts you after filing the initial report. The following list of telephone numbers is a general guide for the Council Bluffs Police Department Detective Bureau. There are other telephone numbers assigned to Detectives who investigate a wide variety of criminal incidents. These listed numbers are to specialists or are good starting points to have your questions answered.
