PROJECT SAFE NEIGHBORHOODS The Council Bluffs Police Department is currently involved with Project Safe Neighborhoods in conjunction with the following agencies: United States Department of Justice Bureau of Alcohol, Tobacco, Firearms and Explosives United States Attorney's Office for the Southern District of Iowa Governor's Office of Drug Control Policy Pottawattamie County Attorney's Office City of Council Bluffs City Attorney's Office Project Safe Neighborhood started in May 2003 in conjunction with BATFE, US Attorney's Office, Governors Office, Pottawattamie County Attorney's and the City Attorney for the city of Council Bluffs. The goals of the program are to help reduce gun violence in our city by targeting prohibited persons who use or possess firearms in the commission of crimes. These targeted individuals are then indicted in the appropriate court system, State or Federal, to maximize their penalty for their offense.
